Hot water systems that are 60oC must have the temperature reduced to prevent scalding. The role of the tempering valve is to reduce the risk of burning/scalding by mixing the hot water with cold water to 50oC.
As of May 2021, Fair Trading NSW require tempering valves be installed on all new hot water system installations.

Hot Water Storage Tank
Your hot water storage tank is the main water tank used for storing hot water for space heating or domestic use. An efficiently insulated tank can retain stored heat for days, reducing costs.
Water is heated and stored in an insulated tank for use when it is required. These systems can operate on mains pressure or from a gravity feed (constant pressure) tank
